Jan. 2017

Board of Regents (BOR) directs the Chancellor to pursue consolidation of Georgia Southern University and Armstrong State University, pending SACSCOC approval.

Town Hall meetings take place at both Armstrong State University and Georgia Southern University.

 

Feb. 2017

Presidents appoint members to the Consolidation Implementation Committee (CIC) who are charged by the Chancellor and USO staff.

Presidents appoint Functional Area Co-Chairs.

Proposed Operational Working Groups structure submitted to Presidents.

Functional Area Co-Chairs identify Operational Working Groups (OWG), Co-Chairs.

Co-Chairs review and amend task lists for OWGs.

Operational Working Groups (OWG) Co-Chairs identify committee members.

 

Feb. 2017 into 2018

OWG meetings are held until all tasks are completed. Tasks are completed with the aid of appropriate USO representatives. OWG recommendations are submitted to the CIC for review and, as appropriate, approval/support or are referred back for additional OWG work.

OWGs make recommendations on each task and submit to the CIC for consideration during its periodic meetings:

  • Recommendation is reviewed by Functional Area Co-Chairs.
  • System Office representative is involved in development of OWG recommendations.
  • If both Functional Area Co-Chairs approve recommendations, they go to CIC on the Consent Agenda.
  • If either or both Functional Area Co-Chairs does not approve, the recommendation goes to the OWG for further work before being resubmitted to the CIC for the Discussion and/or Consent Agenda and may be referred back to the OWG.

USO Consolidation Oversight Team reviews recommendations and provides feedback to the presidents before the CIC takes action.

Recommendations are compiled and form the basis of progress reports to the Board of Regents.

 

Feb 1 – April

Early recommendations to be made by the CIC with approvals by the BOR or USO staff include the new mission statement, upper level administrative structure, and college structure for the consolidated institution.

 

Feb. 1 – Aug. 1

The Accreditation Team (A-Team) drafts the Consolidation Prospectus for submission to SACSCOC, gathering information as needed from approved OWG recommendations, BOR/USO approvals, and key administrators.

 

Aug. 1 – 15

CIC reviews penultimate draft of the Prospectus for information purposes and offers feedback, if any, about its content.

 

Aug. 16 – Sept.

A-Team finalizes Prospectus for submission to SACSCOC by the Sept. 1, 2017 submission deadline.

 

Sept. 1 – Dec. 1

The SACSCOC staff and C&R Committee members review the Prospectus.

 

Sept. 1 – July 2018

The A-Team prepares Compliance Documentation for the Substantive Change Committee visit to the campuses in early Fall 2018 and makes preparations for hosting the visit.

 

Dec. 2 – 5

The C&R Committee and the Board of Trustees of SACSCOC takes action on the Prospectus and approves institutional consolidation.

 

Within 30 Days of SACSCOC Vote

USGBOR grants final approval of the institutional consolidation, effective as early as Jan. 1, 2018.

 

2018


Jan. 2018

The consolidated administration takes effect as does a consolidated payroll.

 

Jan. – July 2018

Planning and implementation of other consolidation elements take place for early Fall Semester registration in April, approval of the first consolidated institutional budget for FY18, implementation of the consolidated federal financial aid system for 2017-18, etc.

 

July – Aug. 2018

Compliance Documentation for the Substantive Change Committee visit is submitted, with follow-up on visit logistics and requests for more information from the Committee.

 

Fall 2018

The consolidated curriculum takes effect in Fall Semester.

 

Early Fall 2018

Committee visit and report to close out the SACSCOC substantive change review and approval process for consolidation.
